WESTFIELD — Westfield Smiles dentistry owner Dr. Stephen Holly received approval from the Planning Board Monday to convert the second floor of his property at 440 East Broad Street into more office space. Board members Michael Ash, Alexandra Carreras, and Councilman Drew Pecker were absent from the meeting.
