SCOTCH PLAINS – The Planning Board last week adopted a study concluding that the senior housing complex on Lake Avenue meets the criteria for being declared a non-condemnation redevelopment area, part of the process of selling the 28-year-old facility to a nonprofit entity that will operate it.
