SCOTCH PLAINS — The planning board on Monday gave its backing to a study finding that a piece of property on Plainfield Avenue should be designated as an Area in Need of Redevelopment, a step forward in the township’s efforts to build a new firstresponders headquarters with minimal, if any, encroachment on an adjacent conservation zone.
