SCOTCH PLAINS/FANWOOD — Less than a year after marking its centennial, the Kramer Manor neighborhood, one of the earliest African-American suburban developments in New Jersey, is celebrating another historic designation — inclusion in the New Jersey Black Heritage Trail.
