AREA — A bill that currently is working its way through the state legislature would make it easier for entrepreneurs to run small-business operations out of their homes. But while proponents of the new legislation say that it will create job opportunities and give people more flexibility, municipal leaders worry that it will allow business owners to skirt local zoning codes and disrupt quiet neighborhoods.
