Government Reform Thought: With the state cutting municipal aid to towns, the time has come for discussions on changing government budgets from one-year to two-year spending plans, with half the towns' budgets coming up every other year. This would enable towns to share administrators while also reducing the burdensome task of budget talks that often take up a quarter of every year by local governing bodies.  See Year-to-date Reform Thoughts.
