Jessica Simpson Addresses Local Education Issues

Morris Gillet, Donald Sheldon Team Up For BOE Election

SCOTCH PLAINS—Schoolboard incumbentMorris H.Gilletandformer BoardPresident Dr.DonaldE.Sheldon have decided to run for the Scotch Plains-Fanwood Board of Education as a team.

The candidates were brought togetherbythe commonvaluestheyshare and the hopes they harbor for the children of the school district. They believethat theirteamcandidacydemonstrates the kind of cooperative ethic thatshouldexist amongallschoolboard members, and which has historically worked for them.

Mr. Gillet and Dr. Sheldon worked togetherto developtheStrategicPlan, attempted to juggle a reduction in state funding with growing state mandates, and handled tough contract negotiations and growing student enrollment while keeping the costs of providing a first rate education for district students from being too painful for taxpayers.

Mr. Gillet has made several contributions to the district's music program. As Past President of the Scotch Plains-Fanwood High School Music Boosters,heisan advocatetotheboard forthemusicprogram, andsaidhewas pleased that the board will purchase new uniforms for the high school Marching Band.

He has been a United States Swimming, NationalCollegiateAthleticAssociation, and New Jersey State Inter

scholastic Athletic Association certified official for over 20 years, which has given him an understanding of the importance of athletics to students.

Dr. Sheldon's career as an educator and board member has been marked by his efforts on behalf of learning disabled students. He believes his experience as the district's Director of Special Services, as a parent whose childrenattended localschools,andas a former board member give him a strong foundation for making decisions on special education issues.

The State Department of Education has begun a massive overhaul of special education regulations. Many students who would have been classified as needing special help under the old guidelines will no longer qualify for that assistance.

"Those children who no longer qualify forstate-mandatedserviceswill still have the same needs," stated Mr. Gillet,"andregardless ofwhatthestate says, Iwillworkto makesurethatthose students have their needs addressed."

Dr. Sheldon added, "It's a shame that in an attempt to have the schools fit their formula, the Department of Education is willing to sacrifice those least able to lose services."

Hecontinued,"That's justoneofthe reasons I want to serve on the board. My family and I have been blessed, and I feel duty-bound to put my background to good use."

Edward Saridaki Seeks Line Item Accountability

SCOTCHPLAINS-Administrators ofpublicfundsmust bemadetorealize that the "status quo" won't satisfy taxpayers anymore, Scotch PlainsFanwood BoardofEducationmember and candidate for reelection, Edward J. Saridaki, Jr., said this week.

"Lineitem accountabilityinallbudgetsfundedwith ourtaxdollarsshould be required. Nowhere is this accountability needed more than in our local school budgets.Budgetmanagersmust be required to show how and where the current year's moneys were spent and justifyspendingchangesproposed for the coming year," the candidate explained.

"The old practice of padding the budget to match the increase in the cost of living must stop. The Scotch Plains-Fanwood School District has been moving closer to full 'line item' accountability over the last two years, but there is still a long way to go.

"AlthoughScotchPlains-Fanwood has been fortunate in having very honest district business administrators, there is still a need for a 'watchdog' on the school board," Mr. Saridaki stated.

Elected to the board in 1996, Mr. Saridaki has been the Finance Liaison Chairman on board for the last two years. He said his experience in financialmanagementhas placedhiminthe position of being that "watchdog."

Mr. Saridaki said he feels that the proposed 1999-2000 budget, which includes an increase of approximately 1.8 percent above the prior year's adjusted budget, does an "adequate" job of fulfilling the district's needs while keeping the tax increase to the communities under 3 percent

He stated at a recent budget presentation that, "this year's budget goes a long way towards meeting our goal of line item planning and accountability

in the business areas, but there is still a considerable amount of work to do on the instructional items."

According to Mr. Saridaki, who works for a children's publisher in Springfield, several accounts were increased at a flat percentage. Although he feels this practice is unacceptable, he said that "the lack of accurate historicalspending recordsthisyearleaves the district no alternative but to allow formodest3 percentincreasesinsome accounts.

The candidate has also stated that if reelected, he expects to work toward eliminating this type of budgeting in futureyears.Mr. Saridakisaidhewants to include budget accountability as an integral part of all of the district's budget managers' performance evaluations in coming years.

Mr. Saridaki said he believes that giventhe properincentive,districtbudgetmanagerswill becapableofsaving significant sums without adversely impacting students' education.

These savings could then be used for expansion of the academic programs or improvement of facilities. For example, he explained, say a budget manager of a building constructs his budget using strong historical spending analysis,justifyingeachline item.

The manager then works diligently to manage his budget so that no accounts are over extended and some have funds remaining at year end. Based on this scenario, Mr. Saridaki explained,the fundsremainingatyear end could be made available in the next year's budget for program pilots or improvements to their facility that would enhance the staff's job performance and satisfaction.

CONTINUED FROM PAGE 5 The names of 549 students who earned Honor Roll standing during the second marking period at Westfield High School in Westfield were recently announced.

In the ninth grade, 27 students, or 7.97 percent of the 339-member class, were named to the Distinguished Honor Roll, which requires an "A" in all major academic subjects and no grade below a "B" in any minor subject.

One hundred twenty-six students, or 37.17 percent of the class, were named to the Honor Roll, which requires an "A" or "B" in all subjects, major or minor.

In the tenth grade, 21 students, or 6.44 percent of the 326-member class, were named to the Distinguished Honor Roll, and 112 students, or 34.36 percent of the class, were named to the Honor Roll.

In the eleventh grade, 9 students, or 2.77 percent of the 325-member class, were named to the Distinguished Honor Roll, and 122 students, or 37.54 percent of the class, were named to the Honor Roll.

In the twelfth grade, 16 students, or 5.52 percent of the 290-member class, were named to the Distinguished Honor Roll, and 116 students, or 40 percent of the class, were named to the Honor Roll.

ToastmastersAnnounce UpcomingMeeting

WESTFIELD — Toastmasters of Westfield will meet tonight, Thursday, April 1, at 7:45 p.m. in the public-speaking group's new meeting home, Sunrise Assisted Living of Westfield, 240 Springfield Avenue.

Recently, the group was involved in an area public speaking contest sponsored by Toastmasters International at Schering-Plough in Kenilworth.

Speakers at this week's meeting will be Sandy Aptecker and Fontaine Gotti of Mountainside and Karen Sciaraffa of Plainfield. Evaluators will be Steve Bacque of Linden, Phil Munkacsy of South Bound Brook and Jack Pfanne of Cranford.

The Toastmaster will be Deb Krajcik of Cranford. The Opener will be given by Anne Baker of Westfield, and the Topics Master will be Noel Crawford of Mountainside.

The group meets the first, second and fourth Thursdays of the month.
