SPF Cosmos Halt Hurricanes, 30

The Scotch PlainsFanwood Soccer Association U9 boys Cosmos team defeated the Franklin Hurricanes, 30, on October 10. It was the team’s first win of the season.

Solid defense prevented Franklin from taking any shots on goal in the first half. Cosmos guard Michael Bumiller stopped two Hurricane drives and forwards Michael Roth and Colin Grimm made several runs back to pressure the Hurricane goalie.

Forward Huan Nguyen found an opening early in the first quarter and scored. Eddie Byron set up another goal in the second quarter, by finessing the ball from a Franklin defender and passing to Chris McManus, who then passed to Jack Dunphy who scored.

Byron later made four key saves as goalie in the second half, including several diving catches. Halfbacks Paul Spicer and Zach Peart kept moving the ball to Franklin territory, and forwards Eric Murphy and Reid Miller both managed impressive drives to pressure the Franklin goalie.

Mark Koransky sealed the win with a long, blazing shot to score in the fourth quarter. The Cosmos improved to 11 and will play the Edison United at Jerseyland Field on October 10.

16th Annual Race Sets Rapid Pace for Scotch Plains Day

Brian Harris of Allendale was the first runner to cross the finish line at the 16th year of the annual race conducted in conjunction with Scotch Plains Day on October 2. His time was 26: 18. The first female to cross the finish line was Lena Hollmann of Scotch Plains with a time of 34: 49. The Mayor’s Trophy, presented by Mayor Geri Samuel went to Mike Glassett, the first Scotch Plains resident to cross the finish line.

Trophies were presented to finishers by age category for first, second and third place. For Males 2529: 1. Brian Harris of Allendale, 2. Gary Rosenberg from Boonton, 3. John Friebely of Scotch Plains. Females 2529: 1. Jill Knorr of Spotswood, 2. Jin Oak Ha from Englewood, 3. Julie Mankowski of Cranford.

The Scotch Plains Business & Professional Association, through its President Ray Pardon, donated certificates exchangeable for merchandise in the downtown stores as well as race Tshirts given to all participants. For his first place win, Brian Harris was also awarded a gift certificate from John’s Meat Market. Lena Hollman received her certificate from the Valley National Bank.

All runners were eligible for a drawing for other gift certificates and in a random drawing, Eric Deeger was awarded a certificate donated by the Cozy Corner Quilt Shop (now on Park Avenue), Donna Hamann of Berkeley Heights, for the Stone House Coin Shop, and Lee Honeycutt of Scotch Plains, for the North Jersey Eye Care Center.

The Recreation Department expressed thanks to all volunteers who assisted in registration, timing, traffic control (especially Boy Scouts in Troop No. 111 leader and parents and the Fanwood and Scotch Plains Police Departments) and at the finish line where results were electronically computed by Compuscore of New Providence.

INVITATION FOR BIDS

Invitations are extended to qualified Bidders to bid for the following Project:

IMPROVEMENTS TO RARITAN ROAD SECTION 4 CONTRACT E991

This project consists of the construction of granite block curbing, reconstruction of a portion of the roadway, overlay, and appurtenances.

This project will be partially funded by the New Jersey Department of Transportation, Bureau of Local Aid.

Bids will be accepted only by mall or in person to the Office of the Township Clerk, Scotch Plains Municipal Building, 430 Park Avenue, Scotch Plains, New Jersey 07076 (ATTN: Barbara Riepe, Township Clerk) until 10: 00 a. m. on Friday, October 22, 1999. The Township of Scotch Plains (hereinafter “Township”) shall not be responsible for any bid mailed which is lost in transit or delivered late by the Postal Service. At the above time, the bids will be publicly opened and read aloud. All bids must be presented in sealed envelopes which are clearly marked “Bid for “Improvements to Raritan Road Section 4”, Contract E991, 430 Park Avenue, Scotch Plains, New Jersey 07076". No bid will be received after the time and date specified.

After receipt of bids, no bid may be withdrawn within sixty (60) days after the date of the bid opening except if provided for herein. The bid of any Bidder who consents to an extension may be held for consideration for a longer period of time as may be agreed upon between Bidder and the Township.

All bids must be on the bid forms provided by the Township of Scotch Plains in the Bid Package. Plans and specifications for this work may be examined at the Office of the Township Engineer, Municipal Building, 430 Park Avenue, Scotch Plains, New Jersey, during business hours, 9: 00 a. m. to 4: 00 p. m., beginning Tuesday, October 12, 1999, and purchased for a $25.00 nonrefundable fee.

Bid proposals and all required documents must be completed and submitted by the date as set forth above. All documents in the enclosed Bid Package must accompany the bid proposal.

In addition to the above documents, a certified check, cashier’s check or bid bond issued by a responsible bank, trust company or insurance company, payable to the Township of Scotch Plains shall be submitted with each bid as a guaranty that if a contract is awarded the Bidder shall execute said Contract. The Bid Security shall be in the amount of ten percent (10%) of the total amount of the bid or TwentyThousand Dollars ($ 20,000.00), whichever is lower.

All bid Security, except the Bid Security of the three (3) apparent lowest responsible Bidders shall, if requested in writing, be returned after ten (10) days from the opening of the bids (Sundays and holiday excepted) and the bids of such Bidders shall be considered withdrawn.

The Township reserves the right to reject any or all bids, and to waive immaterial informalities, or to accept any bid which, in the opinion of the Township of Scotch Plains, will be in the best interest of the Township all in accordance with the New Jersey Local Public Contracts Law N. J. S. A. 40A: 111 et seq. In the event of an equal or tie bid, the Township shall award the bid to the Bidder which, in the Township’s sole discretion, best serves the interest of the Township.

The Township also reserves the right to reject any and all bids if sufficient funds are not available and/ or appropriated.

The selected Bidder, will, within seven (7) days of award of the bid, enter into an appropriate contract with the Township.

All Bidders must comply with P. L. 1975, Chapter 127, entitled “An Act Relating to Affirmative Action in Relation to Discrimination in Connection with Certain Public Contracts and Supplementing the ‘Law Against Discrimination’ approved April 16, 1945 (P. SPECIAL ORDINANCE NO. AN ORDINANCE PROVIDING FOR VARIOUS IMPROVEMENTS AND EQUIPMENT FOR THE SPECIAL IMPROVEMENT DISTRICT AND THE APPROPRIATION OF THE MONIES NECESSARY THEREFOR AND THE ISSUANCE OF BOND ANTICIPATION NOTES FOR THE FINANCING OF SAID WORK

BE IT ORDAINED by the Town of Westfield in the County of Union as follows:

SECTION I

That the improvements including, but not limited to, the following be made in the Special Improvement District:

a. Boulevard Gateway b. Theater Walk c. Community Events Signs, Street

Lighting, Other Items

SECTION II

That all of said work shall be undertaken as a general improvement to be paid for by general taxation.

SECTION III

It is hereby determined and declared that the estimated amount of money to be raised from all sources to said purpose is $140,000 and that the estimated amount of bonds or notes necessary to be issued for said purpose is $130,000. There is hereby appropriated for said purpose the sum of $10,000 from Capital Improvement Funds available for said purpose.

SECTION IV

To finance such improvements there shall be issued pursuant to Local Bond Law and R. S. 40A: 28 of the State of New Jersey, in anticipation of the issuance of bonds, Bond Anticipation Notes of said Town which shall not exceed in the aggregate principal amount the sum of $130,000. Said notes shall bear interest at a rate as hereafter may be determined within the limitations prescribed by law, and may be renewed from time to time pursuant to, and within the limitations prescribed by said law. All matters with respect to said notes not determined by this ordinance shall be determined by resolution to be hereafter adopted.

SECTION V

Not more than $1,000.00 of the sum to be raised by the issuance of said notes may be used to finance interest on obligation issued to finance such purpose, whether temporary or permanent, or to finance engineering or inspection costs and legal expenses or to finance the cost of the issuance of such obligations as provided in R. S. 40A: 220.

SECTION VI

It is hereby determined and declared that the period of usefulness for the financing of which said notes are to be issued is a period of ten (10) years from the date of said bonds.

SECTION VII

It is hereby determined and declared that the Supplemental Debt Statement required by said law has been duly made and filed in the office of the Town Clerk of said Town and that such Statement so filed shows that the gross debt of the Town as defined in R. S. 40A: 243 of the State of New Jersey is increased by $130,000, and that said notes authorized by this ordinance shall be within all debt limitations prescribed by said law.

SHADE TREE WORK NOTICE TO BIDDERS NOTICE is hereby given that sealed bids will be received by the Township of Scotch Plains (hereinafter called the “Owner”) for:

SHADE TREE WORK

Sealed bids for the above named contract, will be received by the Township of Scotch Plains, at the Office of the Township Clerk, Municipal Building, 430 Park Avenue, Scotch Plains, New Jersey on November 15, 1999, at 10: 00 a. m. prevailing time, at which time and place they will be publicly opened and read aloud.

No bids will be received before or after the time and date specified, and no bids will be received by mail. After receipt of bids, no bid shall be withdrawn except as expressly authorized herein. The Owner shall award the Contract or reject all bids within 60 days of bid opening, except that the bids of any bidders who consent thereto may, at the request of the Owner, be held for consideration for such longer period as may be agreed.

The Owner will evaluate bids and any award will be made to the lowest responsible bidder whose bid conforms to this solicitation. The Owner reserves the right to reject any or all bids and to waive minor informalities or irregularities in bids received.

Westfield PBA Sets Annual Golf Outing

The Westfield PBA Local 90 announces that there are several openings available For their 5th annual golf outing to be held on Monday, October 18 at the prestigious Echo Lake County Club in Westfield. The cost of admission includes green fee, golf cart, golf balls and souvenir windbreaker, etc.

In addition to a day of golf, a barbecue lunch at Echo Lake and buffet dinner with open bar will follow at Pantagis Renaissance in Scotch Plains. The price for the entire day is $225 per golfer.

If you are unable to join us for the entire day, but are interested in attending the dinner at Pantagis and receiving a souvenir Westfield P. B. A golf shirt, the cost is $75 per person. All proceeds will benefit the Westfield P. B. A. Local 90’s Sick and Death Benefit Fund.

AN ORDINANCE PROVIDING FOR THE APPROPRIATION OF COMMUNITY DEVELOPMENT YEAR XXV FUNDS TO PROVIDE IMPROVEMENTS TO FARLEY PARK

The purpose of the ordinance: To provide necessary funds for reasonable accommodations for handicapped and physically impaired citizens at Farley Park by initiating improvements to the Counselor Shed building, for compliance with ADA codes.

A public hearing will be held on Tuesday, October 26, 1999, at 8: 00 p. m. in the Council Chambers of the Municipal Building, or any time and place to which a meeting for the further consideration of such ordinance shall from time to time be adjourned, and all persons interested will be given an opportunity to be heard concerning such ordinance.

AN ORDINANCE PROVIDING FOR THE APPROPRIATION OF COMMUNITY DEVELOPMENT YEAR XXV FUNDS TO PROVIDE IMPROVEMENTS TO THE HISTORICAL CANNONBALL HOUSE

The purpose of the ordinance: To provide funding for renovations and improvements at the Historical Cannonball House.

A public hearing will be held on Tuesday, October 26, 1999, at 8: 00 p. m. in the Council Chambers of the Municipal Building, or any time and place to which a meeting for the further consideration of such ordinance shall from time to time be adjourned, and all persons interested will be given an opportunity to be heard concerning such ordinance.
