A. J. Jersey posed a mild threat in the fourth when Ciullo walked and Hobson hammered a single off the chest, neck and cheek of the fearless Joe Walsh at third. After Walsh checked to see if he was still in one piece, the Factory defense held the Jersey men scoreless.
The Factory manufactured another run in the fourth. Tim Walsh whacked a single past second and Perotta walked. Johnson loaded the bases by jerking a single to right. Shovlin brought home Walsh with an RBI sacrifice fly to right.
After the Jersey offensive went down silently in the fifth, Scher crushed his solo homer to deep center to up the lead to 11-1. Hoping to get some offense going in the sixth, Ray Hurtt slapped a leadoff double to left for A. J. Jersey. But a great catch by Kevin Zippler in left, a fine fielding play by Scher at third and another nice snag by Zippler squashed any hopes of scoring.
Down to its final three outs, A. J. Jersey mounted another mild offensive. Kevin Price pounded a shot to deep center and successfully touched
all four bases. Tom Price followed by reaching base safely on a throwing error, then Lipshitz plunked a single to right. Drew Koski concluded the scoring with an RBI single to rightcenter.

Still with offensive clout, C. B. I. stretched its lead to 14-6 in the third. Schwartz and Frank both singled to right and Weisholtz lofted a shot which popped out of the right fielder’s glove. Meyerson yanked an RBI single over third and Lowenthal chopped the ball over the shortstop’s glove as two runs scored. Lavoy ricocheted a single off the pitcher, Port punched an RBI single to right and Kirschbaum walked with the bases loaded. The offensive ended when Thunder pitcher Parisi initiated a pitcher-to-second-to-first double play.
The Red Thunder returned with six in the bottom of the inning, narrowing the score to 14-12. Fleishman did it again. His drive to center rolled on an on, allowing him to touch all four bases. Brian Saftlas squibbled a single up-the-middle and Marc Stern lofted an RBI triple in left. Jon Applebaum bounced an RBI single past short, then Cohen clobbered a two-run homer down the left field line. Eric Weiss pulled his Houdini act when his seemingly harmless grounder in left eluded the left fielder.
Presto! Weiss showed up at home with another run.
Bewildered and exhausted from the heat, C. B. I.’s run production dwindled to one in the fourth. Even more interesting, Haftel drilled a shot which endlessly rolled in center. Haftel rounded the bases but was called out for missing second. Next, Schwartz’s fly was mishandled in right, Frank singled to center and Weisholtz’s grounder to short brought home Schwartz.
The final scoring took place in the bottom of the fifth when the Red Thunder grumbled with four runs to take the lead. Fleishman thumped a leadoff triple, Saftlas dribbled an infield single, then Stern slapped a single to left. Applebaum bounced an infield single, Cohen hit an RBI sacrifice fly and Weiss whacked an RBI single to left. Powers brought in the winning run with a line single past third.
In the top of the seventh, the Red Thunder preserved its victory when Shinderman at short fielded a grounder, stepped on second and fired to first for a double play, then a fly ball to center was caught.

Clark Tournament Sees Westfield Tens Advance
The Westfield Tens team beat North Edison, 6-1, and Clark, 6-5, to advance in the Clark Tens Tournament on June 19-20.
First, against North Edison, Kevin Hennessey walked, then stole second. A double by Mike Venezia put Westfield ahead 1-0. North Edison came back in the top of the fourth with a walk and a double to center to tie up the score, 1-1. Ross Abramowitz threw two strikeouts and an out by first baseman Sam Crawford retired the side.
Hennessey ignited a fourth inning rally, then Kyle Fleming singled him home. Abramowitz singled, then Fleming advanced to third on a steal. Sean Ferro was hit by a pitch, then Fleming stole home to make the score 31. Pat Gessner singled to load the bases. Timothy Jacob had an RBI single and Colin Callahan followed with a two-run single to jump the score to 6-1.
Next, against Clark, Hennessey walked in the bottom of the first and Fleming doubled him home to put Westfield ahead 1-0. Then, in the third, singles by Joe Tressitt and Peter Rucinsky, and a bunt by Hennessey loaded the bases. Fleming stepped up and drilled a two-run double. Moments later, Hennessey stole home to boost the score to 4-0.
Clark scored a run in the top of the fourth; however, Westfield catcher Venezia threw out a runner attempting to steal third and tagged out a runner attempting to steal home. In the bottom of the fourth, Crawford singled but Westfield failed to score.
Clark roared back in the fifth to tie the score, 4-4, but another thwarted attempt to steal third stopped Clark from further scoring. In the bottom of the fifth, Nick Barba walked, Hennessey was hit by a pitch and Venezia singled to load the bases. Next, Fleming was hit by a pitch to force in a run, giving Westfield a 5-4 lead.
In the top of the sixth, three hits gave Clark the tying run. Westfield was not able to score so the game went into extra innings.
In the seventh, After the first batter struck out, Clark threatened with two singles. After another strikeout, a single to left was fielded by Jacob and thrown to home where catcher Venezia made the tag at home, stopping the go-ahead run.
In the bottom of the seventh, Hennessey singled and Venezia walked. Fleming stepped to the plate and pounded a double to bring home Hennessey with the winning run.

RESOLUTION LAWS AND RULES COMMITTEE
WHEREAS, NUI Energy Solutions, Inc., One Elizabethtown Plaza, P.O. Box 3175, Union, New Jersey 07083-1975, has entered into an agreement with the Town of Westfield to provide energy management services to the Town; and
WHEREAS, the Town is a member of the Union County Purchasing Cooperative (“Cooperative”) as registered with the State Department of Community Affairs; and
WHEREAS, the County of Union, as lead agency of the Union County Purchasing Cooperative has conducted a competitive bid for natural gas and/or electricity in compliance with Local Public Contract Laws and recommended a natural gas and/or electricity supplier to the members of the Cooperative; and
WHEREAS, in order to implement the terms of the agreement between NUIESI and the Town and thus provide the Town with the opportunity to take advantage of natural gas and electric deregulation in New Jersey, the Town must enter into natural gas and electric power commodity supply contracts with energy suppliers and associated natural gas and electric power transportation and distribution contracts (Utility Service Contracts) with the local natural gas and electric distribution companies (collectively “Utilities”) regulated by the State of New Jersey Board of Public Utilities;
NOW, THEREFORE, BE IT RESOLVED
by the Council of the Town of Westfield that natural gas and electricity supply contracts are hereby awarded as recommended by the County of Union as lead agency of the Union County Purchasing Cooperative; and
BE IT FURTHER RESOLVED that the Town shall enter into the necessary Utility Service Contracts as required by the Utilities for transportation and distribution services provided by the Utilities under the terms of their tariffs as filed with and approved by the New Jersey Board of Public Utilities.
BE IT FURTHER RESOLVED that the award of such natural gas supply contract is expressly subject to the negotiation of a formal contract between the Town of Westfield and the energy supplier which contract shall be fully acceptable to the Municipal Attorney and approved by the Council; and

WHEREAS, pursuant to an agreement with the developer of Lot Nos. 1.02 and 3.01, Block No. 103 on Sedgewick Avenue, the Town has agreed to construct the sanitary sewer and storm sewer required to service these lots, as well as remaining vacant lots on Sedgewick Avenue, and
WHEREAS, the Town Engineer has advertised for bids for the construction of the aforesaid sewers to be received on July 6, 1999, and
WHEREAS, a Sewer Extension Permit from the New Jersey Department of Environmental Protection (N.J.D.E.P.) will be required for construction of the proposed sanitary sewer, and
WHEREAS, the application for the aforesaid permit is a complex and lengthy document, and
WHEREAS, the Town engineering staff cannot prepare the required permit application in a timely fashion at this time due to current work load, and
WHEREAS, the developer’s engineer, Page Engineering Consultants, P.C., has special permission from the N.J.D.E.P. to submit an expedited permit application for a sewer of this length (less than 1,000 feet), and
WHEREAS, Page Engineering Consultants, P.C. has submitted a Proposal dated April 30, 1999, to the Town Engineer to provide the professional engineering services required for preparation of the aforesaid permit application for a fee in the amount of $1,850.00, and
WHEREAS, the Town Engineer has reviewed the aforesaid Proposal and recommends that a professional services contract for performance of the described work be awarded to Page Engineering Consultants, P.C. for the above-stated fee of $1,850.00, and

SPF 8’s Baseballers Stagger Elmora, 8-4, in Cranford
The Scotch Plains-Fanwood Youth Baseball Association 8-year old tournament team continued their winning ways in the Cranford Tournament by topping Elmora, 8-4, on June 27. The Raiders won their second consecutive come from behind nail-biter.
The Raiders took an early 3-1 lead after one inning. Joseph Del Prete stroked a double and scored on James Wheeler’s RBI single. Jimmy Burke singled and with runners on second and third, Tyler Della Badia roped a double for two RBI. Elmora battled back for three runs to take a 4-3 lead.
In the bottom of the fifth, Del Prete got the Raiders rolling as he lead off with a single. Wheeler followed with a single and Michael Klotz tied the game up with an RBI single. Burke then smacked a two-run double. Jackson Udelsman cracked a two-run homer as the Raiders
rallied for five runs and an 8-4 victory. The Raiders got some outstanding pitching on the day. Klotz started on the mound and struck out seven in three innings. Tom Holt pitched a very solid fourth inning. William Hubbard picked up the win in relief as he threw the final two scoreless innings. The Raider pitching was helped out by some excellent defense. The defensive star of the game for the Raiders was Kyle Richers who made two outstanding grabs in the outfield. Brendan McEvoy also contributed with a stellar game in the field.

WHEREAS, the Town received a Year XXIII Community Development Block Grant to finance the preparation of architectural plans and specifications for the construction of new ADA-accessible restroom facilities near the lower parking lot in Tamaques Park, and
WHEREAS, Town Council retained the architectural firm of Vincentsen Associates to prepare the aforesaid plans and specifications, and
WHEREAS, Town Council now desires to proceed with construction of the new restroom facilities, and
WHEREAS, the Department of Public Works does not have the architectural expertise required to prepare the construction bid documents and manage construction for such facilities, and
WHEREAS, Vincentsen Associates submitted a proposal dated June 11, 1999 to the Town Engineer to provide professional architectural services required in connection with preparation of bid documents, evaluation of bids, construction administration and post construction compliance for the proposed restroom facilities for a fee in the amount of $7,000.00, and
