PTA Endorses School Board Resolution on Airport Pollution

SCOTCH PLAINS — Convention delegates to the National Parent Teachers Association (PTA) annual meeting have adopted a resolution addressing airport pollution.

The PTA calls for a full investigation of toxic emissions at airports, with laws to restrict harmful emitters. In addition, the PTA believes that airports should be subject to reporting requirements.

The PTA position followed a resolution passed by the Scotch PlainsFanwood Board of Education in December, 1997 at the request of Scotch Plains/ Fanwood Citizens Against Aircraft Noise (SPFCAAN).

The resolution called upon the FAA to institute new routes to ameliorate

noise and reduce air pollution over local towns. The resolution noted that research studies have demonstrated that children in schools exposed to frequent aircraft noise have difficulty in acquiring speech recognition skills, are impaired in cognitive development and lag behind in reading skills.

It further noted that chronic noise is associated with hearing damage, chronic cardiovascular stress, feelings of annoyance and irritation and motivational difficulties.

State legislation has been introduced by Assemblyman Richard H. Bagger (R22) and Senator Joseph F. Vitale (D19) that addresses the issue of air quality assessment at Newark Airport (Bubble Bill).

Similar federal legislation has been introduced by Senator Robert Torricelli (DNJ) and Representative Steven R. Rothman (D9). In addition, Senator Torricelli has inserted a manager’s amendment into the FAA reauthorization bill that establishes a 15 month study by the National Academy of Science to assess the impact of noise on health and education.
