SPECIAL ORDINANCE NO. AN ORDINANCE PROVIDING FOR THE REPLACEMENT OF CURBING ON PORTIONS OF CLARK STREET, FOREST AVENUE AND KIMBALL AVENUE AND THE APPROPRIATION OF MONIES NECESSARY THEREFOR.
BE IT ORDAINED by the Town of Westfield in the County of Union as follows:
SECTION I.
That the following streets be improved in the following manner:
1. Clark Street — Dudley Avenue to Edgewood Avenue (500 Block, odd numbers) 2. Forest Avenue — Dudley Avenue to
Edgewood Avenue (500 Block) 3. Kimball Avenue — Baker Avenue to
North Chestnut Street Improvements:
a. Replace the existing curbing with new granite block curbing. b. Repair sidewalks and driveways dam
aged as a result of the curbing installation work. c. All work necessary and incidental
thereto.
SECTION II.
That all of the said improvements shall be made and completed under the supervision of the Town Engineer and in accordance with preliminary plans and specifications which are now on file in the office of the Town Engineer and are hereby made a part of this ordinance.
SECTION III.
A. CLARK STREET — Dudley Avenue to Edgewood Avenue (500 Block, odd number) That not more than fifty (50%) percent of the final cost of the curb on the project as certified by the Chief Financial Officer shall be assessed by the Tax Assessor on lands specially benefited by the improvement.
B. FOREST AVENUE — 500 block — Dudley Avenue to Edgewood Avenue KIMBALL AVENUE — Baker Avenue to North Chestnut Street That not more than one hundred (100%) percent of the final cost of the curb on the project as certified by the Chief Financial Officer shall be assessed by the Tax Assessor on lands specially benefited by the improvement.
SECTION IV.
It is hereby determined and declared that the number of annual installations in which the special assessment to be levied on account of the said improvements may be paid is five (5).
SECTION V.
It is hereby determined and declared that the estimated amount of monies necessary to be raised from all sources for said purpose is $53,000 and that the estimated amount of Bond Anticipation Notes necessary to be issued for said purpose is $50,000. There is hereby appropriated to said purpose the sum of $3,000 from Capital Improvement Funds available for said purpose.
SECTION VI.
To finance such purpose there shall be issued pursuant to R.S. 40A:2-8 in anticipation of the issuance of bonds, Bond Anticipation Notes of said Town not to exceed in the aggregate principal amount the sum of $50,000. Said notes shall bear interest at a rate per annum as may hereafter be determined within the limitations prescribed by said law and may be renewed from time to time pursuant to, and within, the limitations prescribed by said law. All matters with respect to said notes not determined by this ordinance shall be determined by resolution of the Town to be hereafter adopted.
SECTION VII.
Not more than $1,000.00 of the sum to be raised by the issuance of said notes may be used to finance such purpose, whether temporary or permanent, or to finance engineering or inspection costs and legal expenses or to finance the cost of the issuance of such obligations as provided in R.S. 40A:2-20.
SECTION VIII.
It is hereby determined and declared that the period of usefulness of said purpose for which said notes are to be issued is a period of five years (5) from the date of said bond.
SECTION IX.
It is hereby determined and declared that the Supplemental Debt Statement required by law has been duly made and filed in the office of the Town Clerk of said Town and that such statement so filed shows that the gross debt of the Town as defined in R.S. 40A:2-43 of said Revised Statutes is increased by this ordinance by $50,000, and that the notes authorized by this ordinance shall be within any debt limitations prescribed by said law.
SECTION X.
This ordinance shall take effect twenty (20) days after first publication thereof after final passage. 1 T – 9/3/98, The Leader Fee: $108.12

NJ All-Stars Shine at US Lacrosse Youth Festival
May 30 was the beginning of what was to be an unbelievable weekend in Towson, Maryland for four Westfield 8th graders. Morgan Lang, Christie MacDonald, Kristen Mann and Brittany Miller were selected for the New Jersey All-Star 7/8 Grade Lacrosse team after a four-hour try out on May 30 at Rutgers University in New Brunswick.
Twenty-two girls from various parts of New Jersey traveled to Towson State University to participate in the 4-day 1998 World Lacrosse Youth Festival held July 17-20. The Youth Festival consisted of 2,200 girls and boys under the age of 15 from 82 teams, 21 states and four nations who were selected to play by either tryout or coaches’ recommendation.

The New Jersey All-Stars were thrilled to be part of this well-organized Lacrosse event. The NJ All-Stars played six games in a round robin format and finished with a 2-2-2 record. The most significant game was the tie with the New Hampshire team which remained unbeaten throughout the tournament. New Jersey scored with one minute to go on the clock to tie the game.
The Youth Festival is the largest youth lacrosse event in the United States. This event is not about winning or losing, or getting trophies, it is about teams from other countries and the United States meeting each other and having a chance to play teams they would not ordinarily play. Teams came from all over: the Iroquois Nation, Canada, England, California, Utah, Texas, Georgia, North Carolina, New Jersey, New York, Maryland, Tennessee, and 12 other distant states.
Old Guard Lists Topics For Upcoming Meetings
WESTFIELD – The Old Guard of Westfield, a social club for retired and semi-retired men from Westfield, Scotch Plains, Fanwood, Clark, Cranford and other nearby communities, has announced its September program schedule.
Meetings are held every Thursday at the Westfield “Y,” 220 Clark Street, from 9:30 a.m. until noon. Refreshments are served from 9:30 to 10 a.m., and the formal meeting runs from 10 to 11 a.m. The program presentation takes place from 11 a.m. to noon.
The September schedule is as follows:
September 10 – “AAA of New Jersey — Auto Repair and Insurance,” with guest speaker Judy Hartman.
September 17 – “Consumer Fraud — Union County Division of Consumer Affairs,” with guest speaker Ollie Boone.
September 24 – “The Ultimate World War Quiz Book,” with guest speaker Tim Benford.
October 1 – “Health and Wellness,” with guest speaker Jeanne Schroeder.

Care Food Program
The Westfield Neighborhood Council announces the sponsorship of the Child Care Food Program. This program is designed to provide meals to children in child care centers, recreation programs, etc. Meals are available at no separate charge to all children 12 and under enrolled in the Child Care Food Program and are served without regard to race, color, national origin, disability, age or sex.
