Information
Professional Background: Mr. Proctor is a health
officer to Scotch Plains and Rahway.
Education: Mr. Proctor received a Bachelor of
Science degree in Management from the New Jersey
Institute of Technology and a Bachelor of Arts degree in
Psychology/Sociology from Washington and Lee University.
In March, Mr. Proctor received a Master of Arts degree
in Homeland Security Studies at the Naval Postgraduate
School’s Center for Homeland Defense and Security in
California.
Experience: Mr. Proctor has served on the Union
County Board of Chosen Freeholders since 2002. He has
also been involved in public health service as a member
of the New Jersey Department of Health’s Public Health
Preparedness and Response to Bioterrorism Task Force,
the City of Rahway Local Emergency Management Council and
the Union County Weapons of Mass Destruction Advisory
Board. Mr. Proctor has authored and published numerous
articles on terrorism and public safety.
