Professional Background: She has been active in the local Democratic Party since moving to Scotch Plains five years ago, and has been a committee representative for the 14th District for the past few years. She and her husband, Scott Phillips, a captain in the Kenilworth Police Department, have three young children. Ms. Mullen has practiced as a trial lawyer in New Jersey for 14 years and is an officer of the Union County Bar Association, and presently the
co-chairperson of the county bar’s Civil Practice Committee. She was also a member of the Scotch Plains Memorial Day Committee.
