PUBLIC NOTICE TOWNSHIP OF SCOTCH PLAINS
WHEREAS, the Township of Scotch Plains will require the services of a Township Attorney during 2000; and
WHEREAS, the funds are available for this purpose; and
WHEREAS, the Local Public Contracts Law (N. J. S. A. 40A: 111, et seq.) requires that the resolution authorizing the award of a contract for professional services without competitive bids must be publicly advertised;
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Scotch Plains, Union County, New Jersey, that Douglas W. Hansen, Esq., 1824 Front St., Scotch Plains, NJ be appointed as Township Attorney from January 1, 2000 to December 31, 2000.
This contract is awarded without competitive bidding as a “professional service” under the provisions of said Local Public Contracts Law because said services are rendered or performed by persons authorized by law to practice a recognized profession, which practice is regulated by law, and which practice requires the knowledge of an advanced type in a field of learning acquired by a prolonged, formal course of specified education and instruction, and because it is impossible at this time to know the exact dimensions of the services to be performed and the exact nature of the various tasks to be performed, and accordingly, the services to be rendered cannot reasonably be described by written specifications, and additionally, because the said services are of such a qualitative nature as will not permit the receipt of competitive bids due to the subjective difference in the work product of such persons and the fact that the ethical requirements of such profession will not permit such bidding.
A copy of this resolution shall be published in The Times as required by law within ten (10) days of its passage.

William A. McKenna, Jr. of Westfield, Chairman, President and Chief Executive Officer of Ridgewood Savings Bank, was honored by the New York Housing Conference and National Housing Conference at its
26th annual awards luncheon on December 14.
M r. McKenna, who was honored for the key role he has played in New York housing community development efforts, received the 1999 Distinguished Community Banking Award.

* * * * * Gene M. McGovern of Westfield has been appointed Senior Vice President, Operations, for the LEXIS Publishing of New York, a company which offers products and services for lawyers, law librarians, paralegals and law students.
In his new role, Mr. McGovern is responsible for manufacturing, distribution, order processing and fulfillment, technical support and customer service. In addition, he is site executive for the company’s offices located at 2 Park Avenue in New York City.
He was previously Vice President of Publishing for Matthew Bender & Co., a publisher of authoritative legal treatises and forms sets. LEXISNEXIS Group, a division of Reed Elsevier, Inc., acquired its interests in Matthew Bender in 1998.

The Westfieldbased law firm of

The Union County Board of Chosen Freeholders and County Manager Michael J. Lapolla recently named James Stevie Barden of Westfield as county Employee of the Month for November for organizing a special event for children in his community for the past two years.
“James started Unity Day to give the children in his community an opportunity to participate in basketball tournaments and double clutch contests,” said Freeholder Nicholas P. Scutari, who served as Chairman in 1999.
“James coordinated the whole day’s events which included a visit from his cousin, Tamecka Dixon of the WBA’s (World Basketball Association’s) Los Angeles Sparks, who spent the day with the youth and refereed at the basketball games,” he said.
Mr. Barden enjoys spending his leisure time with the neighborhood children and volunteers as a mentor. He is a lifelong resident of Westfield and has been a county employee for 10 years, working in the Department of Operational Services in the Division of Park Maintenance.
“The Employee of the Month Recognition Program is a way to recognize and reward employees for valuable contributions and accomplishments, professional growth and quality performance,” Mr. Lapolla said. Each employee honored receives a plaque from the County Manager, a resolution from the freeholder board and a day off from work.

• A Carleton Road resident reported finding a man sleeping in his motor vehicle while it was parked in front of his residence. Police said no charges were pressed in connection with the incident.

• Westfield authorities reported that a 1984 Mercedes Benz was stolen from Sandra Circle. Kenilworth police later recovered the vehicle after stopping an individual who was driving it.
The suspect, described as a white male, approximately 16 to 18 years old with a crew cut, fled the scene and had not been apprehended as of press time.

· A Beryllium Road business reported receiving a bad check in the amount of $597.

· The theft of a pocketbook containing approximately $300 was reported from an employee locker at the Ashbrook Nursing Home.

· The manager of a Route 22 restaurant reported the theft of $175 in receipts from an employee.

· A Resident of Tussell Lane reported that someone stole a 1982 Honda station wagon from in front of the apartment sometime over the last week.

· Vincent Valente, 53, of Kenilworth, was arrested and charged with simple assault for punching a patron during festivities at a Route
22 restaurant.
· The theft of a decorative deer from in front of a Cecilia Place home was reported.
· A resident of Seward Drive reported that someone stuffed leaves into the engine compartment of his vehicle and damaged wires, making the vehicle inoperable. SUNDAY, DECEMBER 12
· Police reported that windows were smashed on a trailer at a construction site in the 200 block of Terrill Road.
TUESDAY, DECEMBER 14
· Curtis Stroud, 19, of Plainfield was charged with volunteering false information to a police officer following a motor vehicle stop on Terrill Road. Stroud was released on his own recognizance.
WEDNESDAY, DECEMBER 15
· Two home burglaries were reported that police say may be related. The first, which occurred in the 400 block of Midway Avenue, involved the theft of $2,899 in cash, jewelry, a leather jacket and miscellaneous items.
In the second incident, a home in the 200 block of Farley Avenue was
ransacked and cash and jewelry were taken. The missing items were valued at a total of $3,380.
MONDAY, DECEMBER 20
· A burglary occurred at a residence in the 60 block of Beech Avenue in which cash, jewelry and miscellaneous items, including computer equipment, valued at a total of $8,445, was taken.
Entry was apparently gained by breaking a window on a door to the home. It was unknown whether there was any connection between this incident and two home burglaries that occurred in the borough on December 15.

· Police reported that three names were spray painted on a tree outside a private residence in the 10 block of Glenwood Road.
