GENERAL ORDINANCE NO. AN ORDINANCE TO AMEND THE CODE OF THE TOWN OF WESTFIELD CHAPTER 16 “PARKS AND RECREATION” TO CHANGE VARIOUS ITEMS RELATIVE TO THE WESTFIELD MEMORIAL POOL.

BE IT ORDAINED by the Town Council of the Town of Westfield in the County of Union as follows:

SECTION I. — Subsection (k) of Section 169 entitled “DEFINITIONS” shall be amended to read as follows:

“( k) Member Guests. Any person or persons, whether resident or nonresident of the Town of Westfield, seeking admission to the pool having a pool member sponsor. The guest cannot be admitted to the pool without the pool member sponsor also present.”

SECTION II. — Subsections (l), (m), (n) and (o) of Section 169 entitled “DEFINITIONS” shall be redesignated as Subsections (m), (n), (o) and (p) respectively.

SECTION III. — Subsection (l) of Section 169 entitled “DEFINITIONS” shall be created to read as follows:

“( l) Daily Guests. Any person or persons, whether resident or nonresident of the Town of Westfield, seeking admission to the pool.”

SECTION IV. — The second paragraph of Section 1610 entitled “ADMISSION TO THE WESTFIELD MEMORIAL POOL COMPLEX” shall be amended in its entirety to read as follows:

“Member Guests shall only be admitted in the company of the sponsor and after the payment of the fee provided herein and compliance with other applicable provisions hereof. All Member Guests must have a resident or nonresident member sponsor. Daily Guests shall only be permitted after payment of the fee provided herein and compliance with other applicable provisions

hereof.” SECTION V. — Section 1611 entitled “PRIORITY OF MEMBERSHIP APPLICATIONS” shall be amended to read as follows:

“In any given year notification will be mailed to every resident of the Town of Westfield and all nonresident members from the preceding year.

During the month of March each year membership applications will only be accepted from the previous years resident members up to a maximum of sixty percent of membership capacity. During the month of April each year membership applications will only be accepted from residents up to a maximum of eighty percent of membership capacity. Commencing on the first business day of May each year membership applications will be accepted from residents and nonresidents alike until maximum membership capacity is reached.

Each year applicants in excess of membership capacity will be placed on a waiting list and their applications numbered in sequence of receipt. As vacancies occur, applicants will be accepted for membership from the waiting list in the sequence in which their applications were received upon receipt of full payment.

This provision does not apply if there is no waiting list and the number of members is less than authorized, in which case members will be accepted upon receipt of full payment.”

SECTION VI. — Subsection (c) of Section 1612 entitled “FEES ESTABLISHED” shall be amended to read as follows:

“( c) Member Guest Fees: For each Member Guest eighteen years of age and over, four dollars per day on the week days, except holidays, and five dollars per day on weekends and holidays.

For each Member Guest under eighteen years of age, three dollars per day on the week days, except holidays, and four dollars per day on weekends and holidays.

For each Member Guest of a resident member eligible for an extended pass, ten dollars per week for a maximum of three weeks, which must be consecutive.”

For each Member Guest of a nonresident member eligible for an extended pass, twenty dollars per week for a maximum of three weeks, which must be consecutive.

SECTION VII. — Subsection (d) of Section 1612 entitled “FEES ESTABLISHED” shall be amended to read as follows:

“( d) Daily Guest Fees: For each Daily Guest eighteen through sixtyfour years of age, twenty dollars per day on the week days, except holidays, and twenty five dollars per day on weekends and holidays.

For each Daily Guest under eighteen or over sixtyfour years of age, ten dollars per day on the week days, except holidays, and fifteen dollars on weekends and holidays.”

SECTION VIII. — The final sentence of Section 1615 entitled “USE OF WESTFIELD MEMORIAL POOL CONTROLLED BY RECREATION COMMISSION” shall be amended to read as follows:

“The recreation commission may suspend, prohibit or revoke the use of the pool by any member or guest for a violation of its rules and regulations.”

SECTION IX. — Any and all ordinances or parts thereof in conflict or inconsistent with any part of the terms of this ordinance are hereby repealed to the extent that they are in such conflict or inconsistent.

SECTION X. — In the event that any section, part or provision of this ordinance shall be held unconstitutional or invalid by any court, such holding shall not affect the validity of this ordinance as a whole, or any part thereof, other than the part so held unconstitutional or invalid.

Westfield Old Guard Names Chapter Officers for 2000

WESTFIELD — The Old Guard of Westfield, an organization for retired and semiretired men, along with the Inter Chapter Council, has elected its officers for 2000.

The following officers were inducted on January 6 to oversee Westfield Old Guard Chapter No. 2, the second oldest of the 23 chapters comprising the InterChapter Council of New Jersey. The InterChapter Council oversees and directs the local Old Guard chapters.

Director, Robert Broadwell; Vice Director, Roy Bowman; Treasurer, Thomas Splaine; Assistant Treasurer, Forrest Allen; Recording Secretary, Charles Bilics and Corresponding Secretary, Richard Weiss.

State officers for the InterChapter Council for 2000 are: Director, Dr. William Thornton; First Vice President, Don Finter; Second Vice President, Peter Abitante; Treasurer, John

Macaluso; Secretary, Jack McHugh; Parliamentarian, Al Hirsch; Chaplain, Frank Upton and Assistant Chaplain, John Ballentyne.

The Westfield Area Old Guard meets every Thursday at 10 a. m. at the Westfield Y, 220 Clark Street in Westfield. The Westfield chapter also serves Scotch Plains, Fanwood, Mountainside, Cranford, Clark, Roselle, Roselle Park, Kenilworth, Springfield, Garwood and Rahway.

Weekly meetings feature guest speakers, films and other programs in addition to committee updates.

There are also regular group activities such as golf, bowling, bridge, day trips, luncheons, ladies’ events, the Merrymen (a chorus group that performs regularly at charity functions, public gatherings and formal concerts) and shuffleboard.

SPF Historical Society Plans Program on George Washington

SCOTCH PLAINS — The Historical Society of Scotch Plains and Fanwood will present a program on the life and times of George Washington during its monthly meeting on Tuesday, February 22, at 8 p. m. at the Fanwood Train Station at North and Martine Avenues.

Renata Maroney and Darlene Palombo, dressed in period outfits, will conduct the program. Written by members of the Historical Society for initial presentation at local elementary schools, it has also been adapted for adult audiences.

All are invited to attend the meeting. Refreshments and fellowship will follow.

Dave Muller Hopes to Have Positive Impact On Young Girls by Building SelfEsteem

WESTFIELD — Dave Muller is trying to make a difference in the life of preadolescent girls again this summer.

The family director of the Westfield Y is organizing two, oneweek overnight camps for girls in third, fourth, fifth and sixth grades aimed at building their selfesteem. He organized the camp for the first time last year, but only six girls registered.

He said he was later told by parents that they had wanted to register their daughters, but found out too late about the camp and had already made other summer plans.

Undiscouraged and determined to make it work, Mr. Muller is trying again this year.

The camp, called Lilith named after a figure in Hebrew mythology who was said to be Adam’s first wife and who some deem as the first feminist will offer nearly a full week of self esteem building activities that Mr. Muller hopes will help young girls through the often tough middle school grades.

Mr. Muller first started thinking about the camp when he helped out several years ago in the afterschool program at the Y with a group of fourth grade girls. While working with them, he interceded a letter some of the participants had written about another girl. Mr. Muller described the correspondence as the “meanest letter you can imagine.”

From the experience Mr. Muller developed a voluntary “team building” program for the fourth grade girls in which they had to write something nice about other girls and also about themselves. He found that what they wrote nice about themselves was superficial, such as about nice hair and clothes.

It was later, while relating the Y experience at a Washington Rock Girl Scout meeting, the idea of an overnight camp that centered on building self esteem in young girls was born.

Originally, Mr. Muller was supported in his idea by a number of women including Jennifer Johnson, formerly with the Washington Rock Girl Scout Council, Jamie Farnam, a former aquatics director at the Westfield Y, and now at the Scotch Plains Y and Sue Goldberg, who just recently left the Westfield Y for a position with the Red Bank Y.

Although they are no longer able to help, Mr. Muller said that at least a half dozen other women have stepped forward and have promised to lend a hand during the summer.

He still is looking for female volunteers, however, to assist throughout the week and help on one or several days with specific activities.

The summer camp will be held at Fairview Lake Camp, a YMCA facil ity located near Newton in Sussex

County. A camp for fifth and sixth grade girls will be held Monday through Saturday, August 712, and a second camp for third and fourth grade girls will be held Monday through Friday, August 1418.

A maximum of 20 girls will be able to attend each camp.

Although all the details have not been worked out yet, Mr. Muller is estimating the cost of the camp will be “a little over $400.”

Registration for Lilith this year also will coincide with the signup for all of the Westfield Y camps on Saturday, March 11.

Last year, Mr. Muller pointed out, details about the camp were not worked out until after the Y camp registration and after signups for numerous other camps and many girls had already made plans.

He is planning many of the same activities that he had on tap for last summer.

For starters, for overall support for the campers, the girls’ parents or

followed through in everyday life. Although there will be regular camp activities such as water sports and arts and crafts and possibly one overnight away from the main camp, the participants mainly will concentrate on a number of activities aimed at building their selfesteem.

One area that Mr. Muller and the staff will concentrate on throughout the week on is making girls aware of how their culture determines how they view themselves. “Culture is mean to girls,” he said. The girls will view slides of magazines and other material and talk about how that affects how they view themselves.

Spay Day Scheduled In Effort to Reduce Pet Overpopulation

WESTFIELD – The sixth anniversary of Spay Day USA, a national campaign to help reduce companion animal overpopulation, will take place on Tuesday, February 29, according to Lynn Castaldo of We Care Pet Care, a local pet sitting service based in Westfield.

Created by the Doris Day Animal Foundation (DDAF), the program has resulted in more than 350,000 animals having been altered since its inception in 1995.

Spay Day USA 2000 is being sponsored by Litter Maid and PETsMART Charities. Both organizations have furnished prizes for Spay Day USA’s “Every Spay/ Neuter Counts!” contest, designed to encourage participants to report their spay/ neuter numbers to DDAF.

The families also will be asked to attend a meeting at the end of the week to discuss what the girls have experienced and so there will be a followup and support after the camp concludes.

At the camp, there are various bridges in various states of disrepair and the need for several to be constructed.

Mr. Muller said he and the staff will help the girls make a bridge. The bridge, he said, will be an important focus of the week and he hopes symbolic to the girls.

At the closing of the week and during a ceremony, the girls will be situated on one side of the bridge and, in a symbolic gesture, the girls will walk across the bridge to their parents waiting on the other side to signify how the girls are returning to them changed individuals.

Trinitas Hospital to Offer CPR Courses This Month

ELIZABETH — Trinitas Hospital in Elizabeth is celebrating February as American Heart Month by offering re ducedrate HeartSaver Cardiopulmonary

Resuscitation (CPR) classes to health professionals and members of the community age 18 and older.

Classes will be offered on Saturday and Sunday, February 26 and 27, for a fee of $10. Certified CPR instructors will conduct the threehour classes, which will cover warning signs of heart attack and stroke; heart healthy living information; oneperson CPR skills and the Heimlich Maneuver to assist choking victims.

A class will be conducted in Spanish on February 27, and a special Pediatric Basic Life Support class will be offered on February 26.

Participants who successfully complete the course will receive an American Heart Association CPR Course Participation Card. Class size is limited and advance registration is required. For information on class locations or to register, please call (800) 5253462.
