FLOODED OUT… Property on New Providence Road which K. Hovanian, Inc. proposed for development of a 100-unit townhouse was flooded out after a recent rainfall. The Scotch Plains Planning Board rejected the corporation’s application by a 7-2 vote for reasons which included flooding and safety issues.
