NOTICE TO BIDDERS

The Westfield Board of Education, intends to seek out contractors for Asbestos Removal. The Board invites prospective contractors to submit their sealed bids for this project. These bids are to be submitted in a sealed envelope clearly marked on the outside, ASBESTOS REMOVAL WESTFIELD BOARD OF EDUCATION BID # 1019202 (R2016). Direct all sealed bids to the Assistant Superintendent for Business, Westfield Board of Education, 302 Elm Street, Westfield, NJ 07090.

There will be a mandatory site inspection on Friday, April 07, 2000 at 3: 15 p. m. in the Gymnasium of the Tamaques Elementary School located at 641 Willow Grove Road in Westfield. All potential bidders or their representatives, must attend in order to bid. Plans and Specifications will be available at this site inspection upon payment of fifty dollars ($ 50.00) per set payable to Environmental Remediation & Management, Inc. (ER& M, Inc.) This fee is nonrefundable.

Each bid must be accompanied by a deposit equal to ten percent (10%) of the base bid, but not in excess of Twenty Thousand Dollars ($ 20,000.00) in form and subject to conditions provided in the Instructions to Bidders. No bidder may withdraw his/ her bid for a period of sixty (60) days after the actual date of the opening thereof. The sealed bid opening will be at 10: 00 a. m. on Tuesday April 25, 2000 in the office of the Assistant Superintendent for Business.

The successful bidder will be required to furnish a Performance Bond in the full amount of the contract price, indemnifying the Owner from any and all proceedings, suits, or actions of any kind, name or description and condition for the faithful performance of the work.

Every contractor and subcontractor, shall comply with requirements of P. L. 1975, Chapter 127, (Affirmative Action).

Fanwood Residents Gear Up for Annual Clean Communities Day to Take Place April 15

Rotary Club and SPBPA Team Up for Casino Night

SCOTCH PLAINS — The FanwoodScotch Plains Rotary Club and the Scotch Plains Business and Professional Association (SPBPA) will host a Casino Night on Friday, April 14, from 7 to 11 p. m. at the Scotch Hills County Club, located at Jerusalem Road and Plainfield Avenue in Scotch Plains.

The evening will provide an opportunity for people who are not necessarily gamblers to learn about

games of chance such as Black Jack, Roulette and Craps and to practice their skills in an informal, relaxed atmosphere, according to SPBPA President Ray Pardon.

There will be no cash gambling or cash prizes. At the end of the evening, there will be a Tricky Tray with many items donated by local individuals and businesses. Admission for the evening is $20, which includes some play money to get started, free hors d’oeuvres and soft drinks. There will be a cash bar and a 50/ 50 raffle.

Plant Wildflowers at Center By SUZETTE F. STALKER

FANWOOD – On Saturday, April 15, borough residents will once again be invited to help spruce up their hometown during Clean Communities Day, an annual event designed to promote respect and appreciation for the environment.

Now in its 11th year, the cleanup is sponsored by the Fanwood Clean Communities Committee as part of the borough’s yearly observance of Earth Day, which will be celebrated the following Saturday, April 22.

Fanwood Public Works Director and Committee Chairman Raymond Manfra said the cleanup was planned a week ahead of Earth Day so as not to interfere with residents’ Easter weekend plans.

Participants will gather at 8: 30 a. m. that day “around the Millennium Clock” in the south side Fanwood train station parking lot, according to Mr. Manfra, where they

will be divided into groups and assigned a specific location to clean up.

They will be issued Earth Day Tshirts, work gloves and garbage bags and transported to their designated sites by Public Works personnel, who will also serve as crew chiefs for the duration of the project, which is expected to conclude by noon.

Mr. Manfra revealed that 14 areas in the borough are earmarked for a spring cleaning, among them the rear area and parking lots of stores along Martine Avenue; municipal properties; local parks and the areas around the Fanwood Nature Center on Cray Terrace and the brook running parallel to Midway Avenue, from Farley Avenue to the Plainfield border.

Volunteers will clean up debris alongside the railroad tracks, where they will be supervised by two NJ Transit flag men at no cost to the borough, the Public Works Director

stated. “They (NJ Transit) cooperate because they like the fact that we’re doing their railroad rightofway,” he remarked. “They stay with us until our people are (done cleaning up around) the tracks.”

In addition, Mr. Manfra reported that the Fanwood Lions Club will tackle the entire stretch of South Avenue between Terrill Road and Hetfield Avenue. Local scout troops are also scheduled to participate in the cleanup, he said.

He confirmed that the annual event typically draws between 80 and 120 people, adding that participants in past years have ranged in age from 3 to 85.

Clean Communities Day, in conjunction with talks to students and the purchase of books and CDROMs for schools and the library, enables Fanwood to receive grant money from the state Department of Environmental Protection.

These funds are used to support environmental education and for the purchase of items such as park picnic tables, trash receptacles and cleanup equipment for the Public Works Department, as well as for Clean Communities Day.

Mr. Manfra, who gives presentations at the local schools, told The Times he believes Clean Communities Day has been instrumental over the past decade in heightening sensitivity – particularly among children — to the impact of litter on the environment.

“It teaches young people that litter only comes from one area – and that’s people – and it’s our responsibility to clean it up,” he said.

“It’s an important lesson we learn, it’s a good teaching tool, plus we get the grant money to subsidize the expenses we incur,” he commented.

Local merchants will supply refreshments to volunteers at the conclusion of the event, according to Mr. Manfra, who said individuals should wear their Earth Day Tshirts

when they visit the stores. In addition to Mr. Manfra, Clean Communities Committee members include Fanwood Planning Board Chairman Gregory Cummings, former Borough Councilman Bob McCarthy, Linda and Dean Talcott, Pamela Sayles and Ruth Samuelson.

Admiral Beard of Naval Militia Speaks to Local Rotarians

History Societies Announce Spring Assembly on April 12

WESTFIELD — At a recent Rotary Club meeting Westfield Rotarians welcomed Admiral Timothy Beard of New Jersey Naval Militia, who gave a history up to the current status of the organization which is one of the three legs of the national guard.

Admiral Beard told Rotarians how in 1894 a New Jersey Navy existed. The force was activated in 1898 against Spain and Cuba and was federalized in 1917, manning federal warships. Again, in 1940, the Militia was activated and saw action at Pearl Harbor in 1941.

In 1953 the unit had a total of 3,950 men and in 1963 the Naval Militia was absorbed into the Naval Reserve.

The duties of the current organization include rendering assistance in storms and floods, assisting in antidrug traffic missions and supporting

the Newark/ New York Harbor Authorities. The unit will maintain the USS New Jersey at readiness and participate in the visits of the tall ships and others to the Hudson and East Rivers this summer. FANWOOD — Dean Talcott,

Fanwood Environmental Commission Chairman and Groundskeeper at the Fanwood Nature Center, is asking for volunteers to help plant wildflower seeds on Saturday, April 15, at 1: 30 p. m. following Clean Communities Day activities.

The seeds were purchased at a substantially reduced price from Parker Greenhouses in Scotch Plains.

According to Mr. Talcott, the work should take about two hours. In the event of a steady rain that day, the activity will be rescheduled for Sunday, April 16, at 1: 30 p. m.

The area to be planted is in the Public Service Electric and Gas overhead power line property, adjacent to the Nature Center on Cray Terrace.

Participants may get to the site by traveling one block south on Terrill Road from LaGrande Avenue. They should then turn left onto Cray Terrace and go to the location of the overhead power lines. Individuals are asked to park in the street and walk up the gravel

drive. Volunteers should bring metal “T” shaped rakes, dress appropriately and expect muddy ground. Everyone, even if they do not take part in the planting project, are invited to visit the site that day, according to Mr. Talcott.

The planting area has been prepared courtesy of the Union County Department of Parks and Recreation.

Some blooming is expected in May, while different flowers will appear into the fall. The public has been asked not to pick the flowers.

Dr. Robert Apuzzio, a chiropractor practicing on Martine Avenue in Fanwood, has offered a free spinal manipulation to anyone helping with the wildflower planting.

WESTFIELD — The Spring Assembly of the Westfield History Societies will meet at the First Baptist Church on Elm Street on Wednesday, April 12, at 8 p. m. Preceding the

main event will be a piano musicale presented by Jane Gross at 7: 45 p. m.

A program entitled “Recent Discoveries to Rewrite New Jersey’s Revolutionary War History” will be presented by Daniel M. Sivilich.

An avocational archaeologist, Mr. Sivilich has been involved for several years in electronic analyses of multiple New Jersey digs which have revealed new information about Colonial history.

He was the recipient last year of the National Award of Merit that is conferred by the American Association for State and Local History.

The event will conclude with refreshments and is open to the public. Parking is prohibited at the rear of the video store adjacent to the church but is available in the town lot accessible from either Elm Street or from Mountain Avenue.

Realtors Association Slates Blood Drive

WESTFIELD — The Greater Union County Association of Realtors will sponsor a blood drive on Wednesday, April 12, from 9: 30 a. m. to 3: 30 p. m.

The mobile blood van will be parked in the Lord & Taylor parking lot on North Avenue in Westfield. All donors will be given a free cholesterol check.

The drive is held in conjunction with the Blood Center of New Jersey and is a semiannual event coordinated by the Realtor Community Service Committee of the Greater Union County Association of Realtors.

Easter Egg Hunt Slated On Village Green

SCOTCH PLAINS — The annual Easter Egg Hunt sponsored by the Scotch Plains Department of Parks and Recreation, the Scotch Plains Junior Woman’s Club and the Scotch Plains Business and Professional Association will be held on Saturday, April 15, starting at 10 a. m.

The event will take place rain or shine on the Village Green next to the Scotch Plains Municipal Building on Park Avenue. Activities are planned for youngsters age 2 and under, as well as for those ages 3 through 8.

“Mrs. Easter Bunny” will be on hand for the festivities, along with face painting (50 cents each), games, prizes and a bake sale featuring donated treats. Courtesy of local businesses, egg coloring will be offered for youngsters age 7 and older only.

Spring Sale to be Held At JLEP Jumble Store

CRANFORD — The Junior League of ElizabethPlainfield will conduct its annual Jumble Store Spring Sale on Saturday, April 8, from 10 a. m. to 3 p. m. on the second floor of the store, located at 110 Walnut Avenue in Cranford.

This year, a large collection of new infant and children’s clothing, which was donated to the store by a local retailer, will be featured.

In addition, there will also be a sale on gentlyworn ladies’, men’s, children’s and infants’ clothing, as well as household items.

A blood drive will take place in front of the Jumble Store at the same time as the sale. Individuals who donate blood there will receive a coupon that can be used at the Spring Sale.

FanwoodScotch Plains YMCA To Sponsor Healthy Kids Day

SCOTCH PLAINS — The community is invited to attend Healthy Kids Day on Saturday, April 8, from 1 to 4 p. m. at the FanwoodScotch Plains YMCA, located at 1340 Martine Avenue in Scotch Plains.

Healthy Kids Day will feature fun events that celebrate healthy living for children and their parents. Many activities and demonstrations spotlighting safety, health and athletics will be offered.

The Scotch Plains Police Department will present Drug and Alcohol Resistance Education information, as well as Child Identification and Stranger Awareness programs.

Union County Fire Prevention will provide a Smokehouse, which demonstrates the proper way to exit a burning building.

The Scotch Plains Rescue Squad will be on hand for tours of an ambulance. In addition, personnel from the Bike Stand will check bicycle helmets for proper fit.

The pool will be available all af ternoon for open swimming, so families

are encouraged to bring their bathing suits and towels.

A Gymnastic Obstacle Course will also be available, along with many sporting events, including Track and Field, a Homerun Derby and Soccer Skills, provided by Scotch PlainsFanwood High School athletes.

An NFL Punt, Pass and Kick program, which requires parents’ written permission, will round out the athletic activities.

Prevent Blindness of New Jersey, an area organization, will offer visual screenings, while Scotch Plains Speech and Hearing will provide auditory screenings. Scoliosis screenings and information on dental care and immunizations will also be offered.

An infant masseuse, fitness demonstrations, healthy snacks, prizes, fine painting and an arts and crafts table are among the planned activities as well.
